I want to create a mobile application like a website, but in a program on the phone, like, for example, VKontakte. How to do this and in what programs and programming languages should I write?

In particular, VK, this is a mobile application written in Java for android, and in objective-c / swift for iOS, and they take data from api, which is most likely written in php. I also heard that for mobile platforms there are components that open web pages
