How to create a menu with progress?

Greetings dear friends. I would like to know if there are frameworks or where you can find the source of such a thing as a menu with progress. I'll try to explain. The menu, as it were, has experience and a person, for example, reads an article, as soon as he has finished reading it, the experience bar is filled. Two div tags, one nested within the other. For the outer, the length and height are set. For the second, just the height. Next, for the nested, we set the width style as many percent as the site has been passed. All.

I don’t know, of course, but it’s probably worth using the progress bar and setting its value depending on the value of the passed stage.
