Hello!
I need to create a map for my application. Google and Yandex are not suitable.
Can I just use a large map (in the form of a photo) for the application?

Everything is possible, but how will you put labels on this photo?
Look at osm.

Use osmdroid . Just add the following line in build.gradle to the dependencies section:
compile 'org.osmdroid:osmdroid-android:4.3'
