How to create a local network in the office?

I remember that in my college it was like this - an office of 3-4 computers, and all computers have one desktop (How to implement this), how to put rights on computers? We had a STUDENT folder where there were departments, in my case ITVT, in which there were college group folders, so in my group folder, I could create files, but not in other places. How to implement it in the Office?
