Video: NVIDIA GEFORCE RTX 2070 VENTUS 8g
RAM: 16x2 GB DDR3-2666
SSD: XPG GAMMIX S11 Pro (238 GB)
SSD: KINGSTON SHFS37A240G (240 GB, SATA- III)
HDD: WDC WD10EZEX-60ZF5A0 (1 TB, 7200 RPM, SATA-III)
There is also an old laptop used as a video player.
How can I stream from PC to Laptop and still be able to use PC?
Tried Moonlight Streaming and a similar thing about Steam, works well but doesn't allow you to use PC host and laptop at the same time.

You can try multi-login when you start the game on a stream and log in with another user. If Windows does not slow down the game process, then it will continue to work and it will be possible to work as another user.
