How to create a "layout" object for a Scroll View?

How to implement a "layout" for Scroll View according to the example below

So that I could set a picture for this "panel", assign text, and then, for example, add subview to the scroll view.
Is it possible to somehow implement this through the storyboard, so that I could visually see the location of objects, etc., and then add an instance?
