How to create a Launcher program to replace and update files?

1. Update check
   
2. Archive download
   
3. Unpacking the archive
   
4. Deleting a folder in Appdata/roaming
   
5. Adding a folder to Appdata/roaming of an unpacked archive
   

I made such a program on PHP DEVEL STUDIO 3.0
But here's the trouble, this program is defined by all antiviruses as a virus. And any program written in PHP DEVEL STUDIO using the file_get_contents string starts to be detected as a virus.
I am new to programming and have completed my current secondary education and know the basic level of programming. Delphi, Visual Basic, Pascal.
PHP began to learn.
I want to know which development environment can be used to create a program like PHP DEVEL STUDIO. And so that the future program is not defined as a virus.
Well, or at least explain or help what I'm doing wrong so that my program is considered a virus.
