How to create a horizontally scrolling menu?

Interested in the technique used on https://yandex.ru/efir?stream_active=channels-list
open through the browser in the mobile view.

Interested in how the menu scrolls to the selected position, for example, if I went to some page or clicked on an item that was partially out of scope.

It seems that an offset should be used using the negative value of some css property, using js, but I can’t find anything like that.
