How to create a hole in a solid mesh?
If you've played fallout, you've seen objects like the iron bridges in Megaton. There are holes in them, but as I understand it, there are no holes in the models themselves. Is it possible to implement this in blender and if so, how?

I think you mean just the alpha channel.
Here is one example of how to do it
UPD: Specially tested, for Blender Render it's still easier. You can drag a png with transparency into the Blender window and drop it on the desired object. Everything will adjust itself.
In Cycles, you will have to adjust, as in the video.
