How to create a high-quality video chat on the site?

Hello.
Now everyone is shouting that it's time to delete the flash. How to create a video chat on the site of the following functionality and STABLE:
1) The broadcast goes to the server.
2) A file is recorded on the video server and distributed to other users.
3) Video is recoded to HLS and MPEG-DASH.
Since I now have everything implemented on nginx-rtmp-module + flash, I would like a functionality no worse than this. Tell us more in more detail, At least the mechanisms for transmitting and receiving video, as well as its recording.

Webrtc connecting with nginx-rtmp-module ? Right? Can you show at least a small example? I didn't see a similar option in the webrtc documentation.
