How to create a dynamic page on bitrix?

I know what is described in the dock, but either there is an old / new version, or something else .. you need to create a din. page (perhaps) with ajax, not sure if it's a "section" or just a "file".
There is an example: dev.1c-bitrix.ru/learning/course/?COURSE_ID=34&LES...
But I can't find the right page in the admin panel where these icons are. Max found a directory where a folder/file/menu can be created, but not sure if that's relevant.
I would be grateful for any link, if necessary, I will attach any screenshots.
