How to create a dynamic list based on Aspect change?

Hello.
Build program : Unity 2018.4.26f1 Build
direction : Portrait resolutions in mobile devices
Task : Make a list with texts and pictures that would dynamically change its size depending on the size of the ASPECT of the phone - since it is oriented to different devices.

My approach :
1) Created a Scroll View
2) Disabled horizontal scrolling. Left only vertical
3) Removed unnecessary graphics.
4) Added a Vertical Layout Group to Content - so that all elements are grouped according to size.
5) Started to fill the Content list with information and then everything went wrong.

Problems :
1) Objects do not change their size when the aspect changes. Although everything else changes - and I do not understand where I made a mistake.

2) Suppose even if it began to change. How can I make the background size increase vertically so that the text does not go beyond its borders.

I understand that the questions are rather stupid - but after watching a ton of video tutorials, I did not find a solution to my problem anywhere. That's why I'm turning here.
