Hello.
Now in 1C Bitrix site management version 14-15, when creating a custom field (for example, the "string" type), it is attached to a specific infoblock and is available only in it. This is set when creating through the "Object" value, for example "IBLOCK_4_SECTION". This means it is available only in infoblock with ID 4.
