How to create a connection without a camera?

Hey All!
is it possible to create a peer connection between two clients if only one of them has a camera?
I’m using something like easyRTC-based web chat (it works via webRTC)
if the user does not have a camera (and microphone), then he cannot connect to the web chat
, is such a connection possible in principle?
Or is this a purely easyRTC problem?
