How to count the number of clicks to attract 1 client?

There is a client with an advertising budget of 90,000 rubles, the site conversion is 2%, the lead should be no more than 2,000 rubles.
The client is interested in the number of clicks to get 1 lead. How to calculate it?
As far as I understand, first we look for the number of potential leads at this price - 90,000 / 2,000 = 45
from this we calculate the number of transitions based on the conversion percentage - 45 / 2% = 2250 (total number of transitions)
Is it true that it takes 1 conversion to attract - 2250 / 45 = 50 clicks?

I will tell you secret knowledge. 2% is 1/50. This means out of 50 transitions - 1 lead.
