How to count Russian text in EditBox in Android (Xamarin)?

There is a need to read and process the Russian text in EditText
Later, process it with a function (the encoding is for the sake of an experiment that did not work)
HttpUtility.UrlEncode (msg.Text, Encoding.GetEncoding("1251"))
I use to send sms. all text instead of Russian letters in hieroglyphs.
I suspect that all this is due to EditText, but I still don’t know how to set up the encoding on it, I hope for you . Thank you
