How to correctly interpret network speed?

I was puzzled by the speed that I was given on Hetzner, the iperf3 utility issued :

It seems that the speed is really 4 and 7 mb / s ......
because before backups just downloaded in seconds, now it takes minutes

How to correctly interpret network speed?

Like the fact that from your hosts to the speedtest.hostkey.ru server, the average speed is around 940 Mbps.
To other hosts, the speed can be drastically different

Judging by the results on both servers, about 1 Gb / s actual speed

The tariffs indicate the port speed / speed "DO", no one is obliged to allocate gigabit for you, and the speed does not depend on the hoster
