Allow traffic through vpn client?

There are two windows machines, the 1st behind NAT with a gray ip, the 2nd has an external ip address.
How can I implement Internet access on the 2nd machine with the ip address of the 1st?
In the case of raising vpn on pc2, is it really possible, by setting the default route, to let traffic through the client, that is, through pc1?

yes, you can. build a VPN, for example on openvpn . you will have to tinker with routes - you get PC1 as a client, and PC2 as a server in terms of who connects to whom, but exactly the opposite in terms of traffic.
