The management asked to estimate the labor costs (Man-hours) for a (seemingly not very difficult) task for the mob. devices on Android.

The contractor estimated this at 250 man-hours. I would like to know your opinion, is this the norm or too much? (the contractor is a specialized organization that deals with mobile development).
