How to correctly assign a static IP windows server to ad?

Created a Windows Server on Hyper-V on a working computer.
For a virtual network, I took Ethernet, which is connected to the company's network. (eg: alpha.local). I assigned an IP to the server on the virtual machine (mylocal.com), which was free in the alpha.local reserve.
On the virtual machine I create an Active Directory, and when I add the created computer to AD (on win7), it gives an error that "Failed to connect to the AD domain controller for the domain "mylocal.com"
On the server, it gives an error that there is no static IP. And what IP should be assigned to this server and what DNS should be issued?

Any static registered on the network card hands. The controller cannot have a dynamic IP in the network card settings
and what DNS to issue?
If on the controller, then external, if there is no access to the Internet, then your router or the equipment where the DNS service is raised.
