How to copy information from the HDD on which there are almost only bad sectors?

I took a HDD from a friend in order to upload all the data from my screw to it, put the entire axis from scratch and put things in order with the files, sort everything into folders.
But it wasn’t there, Win 7 didn’t even start copying from it at first, it appeared and went out, I thought that Win was buggy, launched Ubuntu there a similar picture, wants to skip half of the files because it can’t read information.
It seems like he transferred the files, but they are all broken archive instead of 97mb, it takes 48 and there are a lot of files.
The question is how to recover data from this friend's gift, a lot of important documents

@opium

give it to the restoration office, it will cost 30 thousand, the fact of restoration is not guaranteed.
you can also hand it over for restoration to the disk manufacturer in the laboratory, but there are price tags from several thousand dollars from the same Seagate
