1) wget on linux handles this with a bang.
2) "Save page as" and then cut out the excess from there.

I have windows, I downloaded that program, and it shows a virus, is there another way?

Wget under Windows also exists.
Also discover the amazing thing cyqwin - allows you to run many Linux programs under Windows.
Also in win10 there is a built-in (!) ubunta that you just need to turn on .
Virtual machines (wmware, virtualbox) have not been canceled either.
Docker is still (although it is a little about something else, but in the end it will allow you to run Linux software).
A completely different way: do not steal this admin panel, but take the free version of adminlte , for example. ( download )

Under win the best solution for such purposes is
https://www.httrack.com/
Before starting, study the default settings, not everything is optimally set there.

To download an entire site to a PC, Git commands are here to help!
You enter a special command, the address of the site you need to copy, the folder storage path and the site itself is loaded on your PC!

Indeed, the services are more convenient, I especially liked copypolis.ru , simple and understandable and you immediately get the site already on the finished management system
