How to copy a Drupal site from FTP to a local server?

The hosting hosts a site on Drupal, which must be copied to a local server for rework.
Website copied, database copied. changed the database settings in the sites\default\settings.php file. When entering the site, it gives an error related to the semaphore table in the database. I read the comments on the forums, they write that you can not manually edit the database settings. So how to edit the settings correctly so that the site would work on a local server?

Before backing up the database, put the site into maintenance mode, clear all the cache and then backup the database.

It is better to import the site and database into Acquia Dev Desktop https://www.acquia.com/products-services/dev-desktop
If there are errors, run drush rr - registry rebuild
