How to convert txt to csv?

There is a txt file, in one line, through a dot with a coma, 5 blocks of information like this are written:
03/03/2015 09:38:43; 49.23497097; 28.41250193; 126;
you need to get a csv / xls file in which it will be in 5 columns.
How to achieve this? Thank you.

Rename file to csv.
I don't know about excel, but libreoffice will prompt you to choose the delimiter and file encoding when importing.
