How to convert to html/css PSD with layers?

For the sake of scientific interest: are there any programs for converting the PSD layout of a simple site with layers to html / css so that it translates normally and images and text remain text?
(I saw a lot of online conventions, but they rasterize the text layer and make it an image).

It wasn't, it isn't and it won't be. The PSD to HTML/CSS/JS converter is called a layout designer.

Never met a suitable conversion. Generally.
In my opinion, this is basically impossible (correct, fully automatic conversion).
