How to convert .tex and .fnt font to .otf/.ttf?

I have a wonderful font. It's called Kingthings Petrock. I really like it and I want to use it for text decoration in Word/Excel. The problem is that there is no Russian version of this font anywhere. More precisely, there is, but only in .tex and .fnt formats. It is not possible to install fonts of these formats on a computer (windows). I tried to convert through online services, but every time an error occurred everywhere and nothing worked. In Google I found a screen of the installation window for this font, therefore, somewhere you can still find the Russian version of this font or somehow convert the font of the .tex and .fnt formats to the one I need (.otf / .ttf ).
