How to convert PDF to FB2 or Epub for ebook?

There are downloaded books in PDF format. The quality is good, not scanned, but not suitable for a reader. When converting to epub or fb2 formats, the text is distorted, spaces appear in words, in places, on the contrary, everything merges into a sheet of letters. I tried both online converters and Caliber with and without heuristic processing.
