If I understand correctly, this is not about the loss of quality, but about the maximum achievable level of quality when converting. This is not the same thing, since it is not always clear what is considered "initial quality".
In simple terms, you can convert the appearance of a PDF page into an image of any size, but if it contains bitmap images, then you will not be able to get a higher quality than these original images. If the PDF contains only text and vector graphics, then theoretically there is no "limit to perfection".
