How to convert JPG to PSD?

There are images in JPG, how can I transfer the entire structure and approximately colors to PSD?

Often layouts come in JPG (this is a pain) and I had a designer who literally in 15 minutes could make a PSD from JPG with layers, approximate gradient colors, but now it’s impossible to get in touch with a person.

I don't think he did it all by hand in such a short time, and he charged a penny for it. Is there a tool that would do this?
