Launch4j ( launch4j.sourceforge.net ) is essentially just an executable jar wrapper in an exe, which means that the client still needs the JVM installed. The Russian language will remain readable.

In fact, jar is executable and regular (library). You are probably trying to convert a normal one. But really, why? You can post the executable jar. Read here: habrahabr.ru/post/125210
