How to convert IPTV to DVB-T (DVB-C) digital TV?

There is an IPTV stream that needs to be distributed to hospital wards on TVs (about 20 subscribers) with DVB-T (DVB-C) support. How can this be done? (the most budget option) we don’t consider the decision to distribute IPTV and connect media set-top boxes (we don’t invest in the budget a bit expensive)

Stretching a vitukha and installing set-top boxes for everyone will be much cheaper than buying an expensive multiplexer, which, most likely, due to your lack of a license, will have to be ordered from behind a hillock.
If it is not possible to stretch the wind, then you can look in the direction of ethernet over coaxial, but these are all stray from the last century.
So, the most budget option is to buy stb set-top boxes. With the conclusion of an agreement with some sharaga-supplier, it will come out very cheap.

Forget about DVB-T, the radio frequency band is busy, which means you won't find cheap encoding devices. In general, the process of converting from multicast to dvb is quite resource-intensive, there is no solution in the form of a USB / PCI card. You need to buy either a head station, or assemble receivers-decoders-modulators separately. Look at the equipment here , but if 40-60 tr for set-top boxes is expensive for you, then multicast-to-dvb conversion is definitely not for you.
Put some old computers and connect TV via HDMI ☺
UPD. Looks like something has been released. Check out this one or something similar. But again, each channel will need a separate piece of iron.
