How to convert from ISO-8859 to utf-8?

I have readme.txt file, here is its content

I made a copy and try to change the encoding
iconv -f UTF-8 -t ISO-8859 readme-copy.txt > readme-copy-utf8.txt
iconv: conversion to `ISO-8859' is not supported
Try `iconv --help' or `iconv --usage' for more information.

Maybe the problem is that I use ubuntu in English?

1) Why does the question say "from iso to utf" and on the command line "-f UTF-8 -t ISO-8859" (from utf-8 to iso-8859) ?
2) you can use the online decoder
. It automatically detects and, when converting, shows from which encoding to which the conversion was made.
So you can try to use these encodings in iconv

If you just read it, you can install Notepad ++, open your kryakozyabry and switch to the desired Russian encoding. The necessary encoding in most cases can be found on the site www.online-decoder.com/ru . Moreover, this is perhaps the only site that finds the answer from the kryakozyabrs copied into it. Well ... or immediately get the text there. Usually it's Windows 1251. And voila. Copy the Russian text into a new text file with customized Russian encoding or utf-8 for further use. ISO-8859-1 readily supports this operation. Well, yes, it is desirable to open a copy of the file, Notepad ++ sometimes asks you to save the file, and if you do it incorrectly, this is fraught with data loss.
