How to convert Excel to CSV (fixed width)?

Good afternoon

It is often necessary to convert Excel files to text with fixed margins. Excel itself does this with some manipulations (*.prn), but with problems - some formats are lost and it is difficult to keep track of them. It is guaranteed to be done through Access, there you can make export specifications and then everything seems to work fine, but it's rather dreary to do it all the time in this way. Is there any converter known for such purposes? It is necessary that he be given the specification / format of the export file (field sizes).

libreoffice --headless --convert-to csv your.xls
For a fixed width and, possibly, the correct encoding, you need to add after csv: "the necessary filter parameters", I'm too lazy to google the ones I need.
