Hello!
In general, I needed the coordinates of the polygons of the MO regions, I came across here www.mapmaker2012.chat.ru/Maps50.htm , there are links to files like www.mapmaker2012.chat.ru/Crd/50-G-18.Lytkarino.txt , I don’t I will understand what these coordinates are 452158.64 2213772.89 , I need lat long, in Moscow these are numbers of the order 55.5 37.9 .

In the same place, in the header with service information, it is written, the coordinate system is SK95, the projection is SMK50. And there are even options for proj4. You just have to reproject to WGS84
