How to convene all chat participants?

We need the bot to get the entire list of participants in the conversation, and then send a message mentioning each participant.
For example:
"@Pasha, @Misha, @Masha, @Natasha, @Vika...
Urgently come to the chat!"
How can this be implemented? What methods are needed for this and how should it look like?
