How to control wifi from a computer?

Hello gentlemen. Decided to ask a question after several hours of unsuccessful "googling".
I bought a Tp-link TD-W8961N modem today. Before that, I used TD-8816 (yes, without a wifi antenna), and distributed Wi-Fi via a wireless usb modem purchased from aliexpress. Distributed it through the program Connectify Hotspot.
So, now I need some kind of program with which I would see the devices connected to my wireless network. It is desirable that you can also limit the download speed for connected devices.

the Software is useless in this case, since earlier you had the following scheme:
A Windows computer was connected to the TD-8816 (interface 1) and received the Internet from the outside, a USB-WIFI adapter was plugged into this Windows (interface 2). The USB-WIFI adapter (interface 2) received a signal from the client, sent it to the Connectify Hotspot program, which controlled accesses and speeds, and then sent the request to the TD-8816 (interface 1). In fact, your Windows computer became a gateway for WIFI clients - the so-called "soft router".
Now you have instead bought a modem with WiFI and removed the USB-WIFI adapter, thereby allowing WIFI clients to connect DIRECTLY to the modem, bypassing your Windows computer with the Connectify Hotspot program. Roughly speaking, they bought a "piece of iron" and received an "iron router". Whatever program you install on Windows, it will not be able to control accesses and speeds, since clients go to the modem, BYPASSING the Windows computer with any programs installed on it.
All these budget modems do not have flexible access and speed control functionality, therefore:
1) either you return the old scheme (you can use your new modem with WIFI disabled on it),
2) either buy another modem that has the functionality you need, for example, something from Mikrotik. You just need to consult with your provider before such a purchase, whether the modem you are buying can connect to the provider's equipment.

You need to connect to the router's router. Usually its ip is in the range 192.168.0.1-192.168.3.1.
Just look at the bottom of the router for this IP or pick it up yourself. Then just enter:
Password - admin
Login - admin
(This is the standard password and login for routers)
But sometimes ..:
Password - 12345
Login - admin
Next, copy the MAC addresses of all connected and run through a separate menu in the router.
You can limit the download speed, but not all routers have this option. Google about your router and find out if it exists or not
