How to control tasks through Sharepoint 2010?

There is Sharepoint Server 2010, I haven't worked with it before, so I don't know how to do the following: I
need task control. The manager sets the task, appoints those responsible, they note that they have completed it and upload the file to the task. The notification comes to the manager when the task is marked completed by everyone. Subordinates see only the file they have uploaded, i.e. access to other uploaded task files is restricted.
Is it possible to set something like this?
If not, what other software can do this?

Here these guys have a module for controlling the execution of orders for Sharepoint. You can configure it remotely or according to the instructions.
