2) Monitor EventID 307 events in the Microsoft-Windows-PrintService/Operational log. There will be - who typed, when, how many pages and the name of the document.
3) In the printer queue settings, enable the "keep printed documents" checkbox. In the security settings of printers, remove the rights to delete your documents from the print queue. Printed jobs will continue to hang in queues, it will be possible to re-start printing if necessary.
4) Clean queues with a script on a schedule.
