I created a new connection via dialing, everything is ok, but there is no Internet.
I get an error through ipconfig: Unable to contact DHCP server

What? dialing is a modem connection, wake up, you are in 2021 and not 2000. You don’t need to do this in principle, delete this connection.
If the Internet connection goes through an ethernet wire, then nothing needs to be created, if all the necessary drivers are installed in the system, then the network connection is already there and by default it is in the automatic configuration mode.
If earlier the settings were not standard (not automatic detection of parameters), then you need to return this mode back.

How exactly is the Internet connection made? options:
1. directly through the wire that comes from the entrance (provider's equipment)
2. you have a router installed in your house (purchased or provided by the provider), and the computer is connected by wire to this router (or via wifi)
If option 1, then, along with the contract for connecting to the Internet, an additional piece of paper should come, either as part of the agreement itself, in which the connection parameters are specified, sometimes even screenshots of the connection settings interface, at least there should be information about the ip address if it is not automatically configured ... in theory, perversions with a dynamic ip address without a local network are possible, but if there is no instruction and the support service stomps for more than 4 days, then I advise you to run away from such a provider as far away and faster.
