How to connect Windows and Linux to the same local network?

There is a friend with Windows behind NAT, there is me with Arch Linux with a white IP address and open ports.

How is it possible to connect to the same local network while being on different networks?

I know you can use OpenVPN or Wireguard, but is it the best choice?

The reason why I need to make a connection: a game in which multiplayer is only on LAN, I am in the role of host.

If you have a white IP address on your computer, install a second network card, or better yet, buy a router.
If you have a white IP address on the router, just plug the wire from the second computer into the router.

Hamachi has long been invented for such purposes.
