How to connect virtual hosting database to rails?

Hello.

-> There is a virtual hosting with a database (MySQL, PostgreSQL) on it
--> Access from outside to the database is closed.

-> There is a rails project that needs to be connected to the hosting database. (similar to heroku, link)

How to connect rails and database? Is it possible at all?

I thought about a "relay" in php (rails -> php -> db), but I don't know if this is possible.

What is the problem with ssh tunnel or ipsec/vpn?
Or is there generally only one web muzzle and that's it?

The repeater is interesting, but from a large flow of requests, there will be losses and lags, the load on the server will increase. Better as suggested to configure vpn or ipsec. In general, it is good to see the whole picture and the goal.
