How to connect two tables with the same structure to each other?

The same tables were edited on different clients, while the number of rows / structure did not change at all. Somewhere "0" was replaced by "1", somewhere not - that's all))
For example, there are 1000 records in the table. On the first client, the records changed up to 500 id, on the second - after 500. That is, you can delete everything that has not changed
. Question: what command can I join (add) tables into one?

If the first table has a zero, and the second has a one, which one has the correct value? What if it's the other way around?
