How to connect to windows server by ip and port in nodejs through AWS service?

When I used vps hosting, I just installed node js npm and the node index.js command
started the server and by IPADRESS: 8080
137.74.223.147:8080 for example. But I wanted to look for free options. I found the Amazon Web Services service And then the problems began ... I do it as before,

but when I try to connect via IP:PORT it does not find such a page.
Do not find the site when connecting and through ubuntu and windows (in the AWS service). But when I order on a vps hosting, everything works.
I would like to know why and how to set up the AWS Console.

When you started the instance (by hand, through the web console), you were also asked to configure the SecurityGroup: settings for access rules from certain places on certain ports (and give a stern warning if you leave the source 0.0.0.0/0 in the security group)
You configured for your IP address / subnet permission to access the 8080th port?
