We set the task to connect to the folder on the server through the site, as it looks like: we
go to the page on the site, there is a link to the folder, we go to the folder and we have the rights to edit or only view and copy.
I can't figure out how to implement this at least approximately, let's say the site can be hosted on our server, you can put additional plugins / software or whatever you need ... it's easier, of course, if the site is on a regular hosting, and the server is separate ..

Don't reinvent the wheel.
Use Google Docs, for example, with such functionality already available.
Paying for your labor to code all this yourself will cost more than paid access for a year to Dropbox, Google Docs and a couple of other services combined.
