How to connect to MySQL database?

Installed mysql on ubuntu server.
But I can't connect:

Warning: mysqli_connect(): (HY000/2002)

systemctl status mysql.service - status active (running)
I also checked my.cnf file, there "bind-address = 0.0.0.0".
UPD. Thank you all, the question is no longer relevant. I'll try to find a remote base not on Linux, because I'm zero in it.
What could be the problem?
