Greetings!
I turned on the l2tp server on my Mikrotik, and I automatically added a peer in the IPSEC settings, since I specified a pre shared key in the settings of the server itself. If I try to add a new "Ipsec Identity" regarding this peer - it is not added - it swears that the peer is dynamic. If I try to create my own peer and delete the dynamic one by putting a link in Identities to my peer, the connection stops working. error 789 windows 10

There is no such possibility. Do not specify pre shared key in the settings of the server itself, but create the connection manually.
