How to connect to a computer via RDP?

I can't access my computer via RDP.
Conditions:
Home network, two laptops are connected to the network via wifi, which is distributed by the router. I can not log in remotely to any laptop. Remote access is allowed. Disabled firewall, doesn't help. The computers are pinging. And on computers from other networks, via VPN, I go freely. When connected to home laptops, the VPN is, of course, turned off. Your edition of Windows Home does not support Remote Desktop.

Give computers statics, and put a password on the accounts, even the simplest 1111 for example. There is a bug due to which it is impossible to connect to a computer without a password. Not a pin, not other types of authorization, but a password.
