How to connect Scales CAS AD via RS232?

There are CAS AD scales. I connect them to the computer via COM - usb, then everything works (reception, transmission).
when I try to connect via RS 232 - ttl + ttl - usb, then no answer, no hello.
The task is to connect the scale to the Arduino.
(ttl-usb on ch340, RS 232 - ttl on SP3232)

А зачем вы uart с ttl-уровнями в USB переводите, когда arduino уже имеет на борту uart с ttl? Или вы наивно полагаете, что ардуина сыграет в USB-хост для вашего адаптера uart-USB?
