Some workstations connect via VPN to the server. And some workstations are not able to create a tunnel to the server, since the provider on these stations blocks

Change the default port for the ssh server, put, for example, 80 or 443, and I think all blocking will pass.
There are more suitable options for organizing a VPN, for example, OpenVPN or the same SoftEther.
