How to connect phone to laptop via bluetooth?

Hello! I had such a problem. I can't connect my phone to my computer to stream music. A pairing has been created between the smartphone and the laptop, but I cannot reconnect the smartphone to the laptop. I believe that this is due to the lack of the "Allow bluetooth devices to connect to this computer" parameter in the bluetooth settings in Windows 10. Is it possible to somehow enable this parameter or is there another way to connect the smartphone to the PC.

Everything is much simpler in Win 10 there is such a device parameter there is a connection
